The so-called 「Guhara Act」 passed the National Assembly Legislation and Judiciary Committee with an agreement between the ruling and opposition parties, raising the possibility that it will become a reality on the main issue.

On the 27th, the so-called 「Guhara Act」 (Amendment to Civil Law)」, which excludes the inheritance rights of parents who have abandoned their parenting obligations, passed the bill subcommittee of the Legislative and Judiciary Committee of the National Assembly.

Later in the day, the National Assembly's Judiciary Committee voted on the `Save the Law' at a plenary session. As a result, the bill is expected to be approved at the plenary session on the 28th after a general meeting.

The Guhara Act requires that serious violations of the obligation to support minors or serious criminal acts or gross unfair treatment to the heir or their spouse or heir's immediate descendants be grounds for the loss of inheritance rights.

In the current civil law, which recognizes reasons for disqualification from inheritance only in limited cases, such as killing a family member or forging a will, it added 'a person who has significantly neglected the obligation to protect and support direct lineal ascendant or lineal descendant'.

The "Save the Law" is a bill that his brother Koo Ki-in filed a petition for public consent after the death of the late Gu Ha-ra, and it was revised after controversy arose over the demand for compensation for the children whose biological parents did not contribute to raising them in connection with the death of Gu Ha-ra in the past.

Although his birth mother, who ran away from home when she was 9 years old and did not fulfill her duty to raise her child, demanded half of the inherited property when her deceased died in 2019, and his brother Koo Ho-in filed a legislative petition saying, `The runaway mother abandons the young Gu Ha-ra and tries to receive half of the inherited property after the death of Gu Ha-ra.'

The Guhara Act, which was also proposed in the 20th National Assembly, was not properly discussed and was abolished at the end of the term. In April, the Constitutional Court ruled that the legal reserve of inheritance system, which forces siblings to inherit more than a certain percentage of inheritance regardless of the deceased's intention, was unconstitutional, and the Save the Law was also accelerated.

The Guhara Act was discussed in the 21st National Assembly, but it failed to pass the National Assembly in May as the ruling and opposition parties failed to pass the plenary session due to differences between the ruling and opposition parties on the contentious bill. Since then, the Ministry of Justice has submitted a related bill to the National Assembly in June 2022, and has passed the bill subcommittee in two years.

Rep. Seo Young-kyo of the main opposition Democratic Party of Korea, who proposed the bill as a representative, said, `The bill has only been passed in about six years,' adding, `I hope it will not happen again if the bill is passed by the ruling and opposition parties unanimously (agreed) at the subcommittee meeting tomorrow," he said.

Meanwhile, the late Koo Ha-ra was revered as a brave woman after her death as it was belatedly revealed that she was a hidden contributor to finding out the relationship between officials of the Burning Sun incident and the police in 2019. Currently, KARA, a group that Go Goo Hara belonged to, recently made a comeback by releasing a sound source containing Goo Hara's voice and continues to be active.
