Yoo Seung-joon emerged as a star after debuting as a domestic singer in the 1990s, but he left for the United States for the purpose of performing and gave up his Korean citizenship in January 2002 and obtained U.S. citizenship. Before leaving the U.S., Yoo Seung-joon made public promises such as making promises to serve in the military, but public criticism continued on the move to reverse the promise. The government decided to ban Yoo from entering the country based on the Immigration Control Act in February, a month after his acquisition of U.S. citizenship.

In 2015, the Korean Consulate General in LA filed an administrative lawsuit to cancel it when he refused to issue a visa for overseas Koreans to stay. After a series of revocation and retrial, the Supreme Court ruled in favor of Yoo Seung-joon, but the Consulate General of LA refused to issue him, saying, `Yoo Seung-joon's evasion of military service could harm national interests.'

Yoo Seung-joon then filed a second lawsuit against the Consulate General of LA in October 2020, and although Yoo Seung-joon lost in the first trial, the second trial court ruled in favor of Yoo Seung-joon to cancel the rejection. In response, the Government Justice Corporation, which represented the Consulate General of LA, objected, but the Supreme Court dismissed the appeal, judging that there was no problem with the conclusion of the second trial, and Yoo Seung-joon received a final victory in November last year. It was hoped that Yoo Seung-joon's trip to Korea would be held, but the consulate and the Ministry of Justice have blocked Yoo Seung-joon from entering the country again for new reasons.
