Estimating the cause of illegal expansion and renovation of a 10-story hotel in Argentina

According to the Daily Mail and other foreign media, the 10-story Dubrovnik Hotel building in Villahesel, a coastal city in Buenos Aires, Argentina, collapsed with a roar on the 29th (local time).
An 80-year-old man was killed and a woman was rescued from the rubble. The two are known to be in a marital relationship.
It was also estimated that seven to nine people were trapped under the collapsed building. More than 300 rescue teams are mobilizing search dogs and drones to search for missing people.
In the aftermath of the collapse, a three-story building nearby was also severely damaged.
Buenos Aires' security minister Javier Alonso said the last three floors of the hotel were tilted, causing 25% of the buildings next door to collapse.
The cause of the collapse is presumed to be the illegal expansion and renovation of the hotel.
City officials said the hotel had carried out the expansion and renovation work in secret, but was caught in August and the construction was suspended.
An official said "We cannot say exactly how the collapse occurred at this time, but it is confirmed that the structure of the collapsed part (the back part) has been illegally and irregularly renovated."
A family member of the missing watched the rescue operation nervously, saying, `I want my son to be alive.'
