Police suspect Muramoto and others routinely used violence against male victims in the name of 'punishment for mistakes at work'.
Muramoto has denied the allegations in response to the investigation, while Honda and Azuma have admitted some of the allegations. Police said they sent Muramoto and three others to the prosecution office.
