According to the data submitted by the National Pension Service to the office of Representative Kim Ye-ji of the National Assembly's Health and Welfare Committee, since the abolition of the disability rating system in 2019, the number of people who have joined the National Pension Service for more than 10 years has increased from 4966 in 2019 to 6,183 in 2023, an increase of 1,217 over the past five years.
Representative Kim said "As the number of people with severe disabilities has been increasing for more than 10 years, it is urgent to introduce an early pension system due to the early aging of the severely disabled." Although the number of people with severe disabilities has been increasing for more than 10 years, the average life expectancy is shorter than that of non-disabled people. According to 'Health Statistics for Persons with Disabilities' published by the National Rehabilitation Center, as of 2022, the average age of death for persons with disabilities is 77.9, of which 22.5 years old for autistic persons and 57.9 years old for intellectually disabled persons. It has not reached the national average life expectancy of 83.7 years (Statistics Office, 2022).
Representative Kim said, `In order for people with severe disabilities to live a meaningful life after retirement, it is necessary to introduce an early receipt system that allows them to receive old-age pensions before the age of 65 (born in 1969)According to Article 61 of the National Pension Act, special workers engaged in light sources and fishing boats can receive old-age pensions from the age of 55, considering the short relative life expectancy due to intensive labor.
According to Representative Kim's office, in the case of foreign countries, an early pension payment system was introduced due to early aging of severely disabled people. According to the Employment Development Institute of the Korea Employment Agency for the Disabled, there is an early pension system for severely disabled people in Germany that allows them to receive annual payments four years earlier than the regular early pension payment age. The U.S. also has a social security disability insurance policy that allows people to apply for early receipt of pensions if they are unable to continue their work activities due to disabilities or health problems accompanied by physical and mental difficulties. .
Representative Kim Ye-ji expressed his will to introduce an early old-age pension system through the representative initiative of the revision of the National Pension Act, saying, "As the number of severely disabled people who work increases, it is urgent to introduce an early old-age pension system in order for severely disabled people to live a meaningful life after retirement."
