According to local media such as NewsCom, black ball-shaped chunks were recently washed up on Coogee Beach, a famous beach in Sydney, Australia, and tourists were banned from entering.
Authorities, which have begun emergency investigations and cleaning operations, said they will close beaches until further notice.
Although the results of the ingredient analysis have not yet been released, some argue that oil or tar components leaked from ships and others seem to have been created by mixing building debris and water.
It is said that the round shape is because it has been smoothed by waves for months.
Lawrence Klebeck, a marine biologist, estimated that "This material looks like a tar ball or an oil ball".
Asked if it was carcinogenic, he warned "The act of touching or smelling it is like dipping yourself in a crude oil can."
The city government also stressed that oil components should not be touched or consumed because they may be carcinogenic.
