In a recent 10-second video circulating online, a woman raises her outerwear to expose her inner skin.
It appears to have been filmed at night, but there are vehicles and passers-by passing by, adding to the seriousness of the incident.
In the wake of the controversy, Kota Kinabalu police began an investigation.
Local police explained "It is clear that obscenities are committed" and "We have sought cooperation from communications and online media to identify women."
If a local is convicted, he or she could face up to five years in prison, a fine, or both.
Netizens estimate that the woman is a tourist based on the mark in the video.
