Korean tourist arrested for filming under skirt in Japan 'disgraceful' reason

According to Japanese media, including Mainichi Broadcasting, the police arrested a Korean male tourist A (office worker, 26) on charges of attempting to shoot a hidden camera on the 18th.
He was found to have attempted to photograph the inside of a woman's skirt standing in front of him with a smartphone on an escalator up the JR Kokura railway station in Kitakyushu, Fukuoka, earlier in the day.
Another citizen, who was suspicious of his actions, called the police.
When the police who were dispatched to the scene caught A and checked the facts, he/she reportedly admitted that he/she was going to take a photo.
However, there was no picture of underwear on the phone. Police detained him on charges of attempted filming, believing that he attempted to film but failed.
During the initial investigation, he reportedly admitted the allegations and stated that it was because of sexual desire.
