A female Colombian lawmaker was seen smoking an e-cigarette during a discussion on health insurance reform in Congress.

As the video spread, Rep. Lee immediately apologized on social media.

According to USA Today and other foreign media, Kathy Zubinao (41), a Green Unionist, was caught on camera smoking an e-cigarette on the 20th (local time) as Colombia's parliament was discussing the revision of the health insurance and medical law.
