'Literature Department X Korean Sports Council Conflict Fatigue' Released by the Korean Sports Council Union
Amid the heated conflict between the Ministry of Culture, Sports and Tourism (hereinafter referred to as the Ministry of Culture, Sports and Tourism) and the Korea Sports Association, the Korea Sports Association's labor union issued a statement this time.

In a statement on the 3rd, the union of the Korean Sports Association expressed its protest against some remarks by Minister Yoo In-chon and others at a press conference of the Ministry of Culture, Sports and Tourism organized to brief the preparations for the Paris Olympics and Paralympics the previous day. He explained the change in the way the budget is currently being reviewed and implemented, saying, 'As if an institution called the Korea Sports Association had only received government budget and had no management and supervision, as if it had managed the entire sports administration of the Republic of Korea without any control' and argued that there is no budget that can be used without the approval of the relevant ministries in the process of budgeting and executing by public institutions.

'Our employees are working devotedly to preparing for the Korean team to participate in the Olympics in the best environment, and the conflict between the Ministry of Culture, Sports and Tourism and the Sports Council is highlighted internally and externally and only fatigue is increasing.'

At 2 p.m. on the 4th, the Korean Sports and Olympic Committee will hold a general meeting of representatives to discuss the agenda approved by the board of directors last month. The agenda includes the revision of the articles of association of the controversy 'abolition of the executive officer's two-term rule' and the plan to send the Korean team to the 2024 Paris Olympics. Discussions on the designation of a management organization of the Korea Tennis Association, which drew attention, are reportedly on the agenda of the next board of directors. The general meeting initially decided to disclose only the full remarks of Lee Ki-heung, chairman of the Korea Sports Council, to reporters, but immediately after the Ministry of Culture, Sports and Tourism's meeting, the policy was changed to 'Open the General Assembly'.

The Ministry of Culture, Sports and Tourism urges the sports community to immediately abandon the out-of-body speech method and cooperate and support it in a responsible manner as a government department!

At a meeting held on July 2 at the Ministry of Culture, Sports and Tourism (hereinafter referred to as the Ministry of Culture, Sports and Tourism) under the name of Briefing on Preparations for the Paris Olympics, the Korean labor union is deeply sorry for the irresponsible perception of the situation revealed by Minister Yoo In-chon and other key officials through the out-of-body speech toward the sports world.

At the meeting, Minister Yoo In-chon and other key officials of the Ministry of Culture, Sports and Tourism explained the change in the budget issuance method that is currently being reviewed and promoted, saying, "As if an organization called the Korea Sports Association has received only budget support and no management supervision from the government." What a self-deceptive explanation!

In the process of budgeting public institutions, there is almost no area that public institutions can decide alone. Before the budget bill goes up to the Ministry of Strategy and Finance or the National Assembly, it is basic to look at the budget bill with considerable density and change (increase or decrease) the detailed plan. Even in the process of executing the final budget, there is no budget that public institutions can use without prior and post approval from the competent ministries.

Employees of the Korea Sports Association are also working with the review and approval of officials in charge of the Ministry of Culture, Sports and Tourism in the overall budgeting and execution process. How much can there be an area of work that a public institution that executes various budgets with the government department's 'sufficiency' can do arbitrarily. Does the KOC become another government department, not a public institution.

In particular, it is hard to believe that the Ministry of Culture, Sports and Tourism made remarks on the criticism that the budget, which was issued through the Korean Sports and Olympic Committee, could be illegal due to inconsistencies with the functions of the Korean Sports and Olympic Committee specified under the National Sports Promotion Act.'The authority to interpret and enforce the law rests with government departments',' The government is not in violation of the law.' The remarks, which seem to claim that the government is a flawless organization without elaborating on the possibility of specific violations of laws, come as an anachronistic and heavy-handed approach.

If you really wanted to inform the government of the preparations for the Paris Olympics and the team support plan, shouldn't you just mention the issue and move on? Wouldn't it make sense to work together to achieve good results first, rather than mentioning organizational issues of public institutions at least until the end of the Olympics?

Our employees are dedicated to preparing for the Korean team to participate in the Olympics in the best environment, and the conflict between the Ministry of Culture, Sports and Tourism and the Sports Council is highlighted internally and externally and only fatigue is increasing. Above all, what power can our employees do if government ministries with management and supervisory authority only criticize, let alone support and cooperation?

If the Ministry of Culture, Sports and Tourism does not criticize the sports association, but rather wants to improve it and truly wants the development of sports in Korea, we ask you to stop describing or criticizing the Korea Sports Association, one of the public institutions that has been managed and supervised, and to take a responsible attitude through the process of self-reflection and deliberation!
