The Korea Football Association pointed out that A national team coach Hong Myung-bo is not qualified as a national team leader as stipulated by the Korean Sports Council" made a statement.
The Sports Ethics Center under the Ministry of Culture, Sports and Tourism said Hong has a problem with his qualifications as a national coach because he does not have a professional sports instructor's second-class certificate, which is the condition for the leader of the Korean Sports Council. According to Article 5 (Qualification of National Team Leader)' of the Korean Sports Council, the general manager and director of the national team leaders are specified as a person who is qualified for Level 2 or higher as a professional sports instructor in the relevant event.
According to this regulation, revised on October 6, 2021, and applied on January 1, 2023, national leaders in all sports must have a professional sports leader level 2 or higher. The second-class professional sports instructor exam, organized by the National Sports Promotion Agency, consists of four stages: writing, practical skills, oral skills, and training, but those who have participated in any of the international competitions hosted by the International Olympic Committee (IOC), the Asian Olympic Council (OCA), the International Federation for each sport (IF), and the Asian Federation for each sport as a national team only need to take an oral exam. Those who are registered in professional sports organizations (football, baseball, basketball, volleyball, and golf) designated by the Minister of Culture, Sports and Tourism and who have more than three years of experience as professional players only need to take oral and training tests.
According to the Korea Football Association, Hong holds the top P-level leadership certificate of the Asian Football Confederation (AFC), which is required of the A national team and the AFC's coach in accordance with FIFA regulations. Above all, the Korea Sports Council revised the registration regulation for players at the board meeting in July 2023 and sent an official letter saying that the application of the regulation will be suspended for three years to apply from 2027 in the case of soccer. "When registering as a leader, the enforcement period of mandatory holding of a physical education instructor certificate or a full-time teacher certificate will be suspended for three years (January 1, 2024 → January 1, 2027)".
An official from the Korea Sports Association also gave a grace period to the regulations on reinforcement training for the national team. Four professional sports, including soccer and baseball, have stronger international qualifications than professional sports, so I understand that they have given a three-year grace period from 2024."
