'Usaengsoon Legend' Rep. Lim Oh-kyung (Gyeonggi Gwangmyeong Gap, Democratic Party of Korea) proposed an amendment to the 'School Sports Promotion Act' that guarantees student athletes' right to exercise so that junior athletes can do whatever they want to do.

Article 11 of the School Sports Promotion Act, revised in March 2013, stated that the principal may restrict student-athletes from participating in competitions if necessary if they do not meet a certain level of academic standards (hereinafter, the lowest academic standards). According to Article 6 of the Enforcement Regulations of the School Sports Promotion Act, middle schools must have 40% of the average grade (midterm + final exam + performance evaluation) at the end of the semester, and high schools must have 30% or more of the average grade to participate in the next semester. The applicable grades are students enrolled in high school 3rd grade from elementary 4th grade, the applicable subjects are 5 subjects such as Korean, English, mathematics, social studies, and science, and high school is 3 subjects such as Korean, English, and social studies.

The law, which was originally scheduled to take effect from the first semester of this year, will begin in September when the second semester of this year begins, according to on-site public opinion that sufficient advance publicity has not been made. The ban on players who do not meet the performance standards will be applied. However, there are serious concerns in the sports field about the implementation of the 'Minimum Academic Ability System for Student Athletes'. If you are banned from participating in this year's second semester competition, you will not be able to participate in next year's youth sports competition, so you will not be able to build up your performance for advancement and career. In the case of high school student athletes, there are exceptions to allow them to participate in the competition even if they have achieved below the minimum standard of education when completing the 'Basic Education Guarantee Program', but there is no remedy for elementary and middle school athletes.



At a time when the dreams of talented sports talents are locked up in the classroom and evaluated with the grades of 'National Young-soo', and sports talents, physical strength, and skills are growing remarkably, complaints from the field about unilaterally forcing 'National Young-soo Study' without a national support system for both study and exercise. In the AI era, the argument that physical education, which fosters personality, creativity, and challenging spirit rather than knowledge of 'deskhead', especially through physical activity, is the most necessary study and learning for future generations has also gained strength.

The world has completely changed 10 years ago from the revision of the School Sports Promotion Act. The revision of the School Sports Promotion Act, which was proposed by Rep. Lim Oh-kyung, includes a provision that guarantees the right to play youth athletes by allowing them to participate in games even if they do not meet the minimum academic standards if they complete the basic education guarantee program.



Representative Lim said, `The minimum academic standards for student-athletes are hastily applied to the field and various side effects are predictedThe state should guarantee students' right to learn, but it should also respect their freedom of choice and freedom of exercise," he explained the purpose of the legislation.

Following the bill's proposal, Rep. Lim Oh-kyung plans to hold a meeting with the 「Korea Athlete Parent Solidarity」 at the Life Plus Center in Gwangmyeong-si, Gyeonggi-do on the 11th to listen to the problems of the field related to the implementation of the minimum education system and seek alternatives.
