Why is there a 35-minute delay between Tottenham and Karabakh kickoff?

'Traffic' was the reason. On the 26th, it suddenly began to rain locally. It coincided with the rush hour. On top of that, the overground (national railroad) that connects to Tottenham Stadium suffered a delay. There was even an accident at a nearby station. Fans who couldn't get on the train flocked to buses and cars. This made the traffic worse. In the aftermath, Karabakh, an away team, was forced to arrive late at the stadium.
UEFA and both teams eventually decided to delay the game. After the agreement, the game was decided to start 35 minutes late.
