On the 3rd of last month, the Ministry of Culture, Sports and Tourism demanded the Korea Sports Council and the Korea Sports Association for the Disabled to implement the Anti-Corruption and Civil Rights Commission's recommendation to raise disciplinary jurisdiction for executives of sports organizations (February 2024). The Anti-Corruption and Civil Rights Commission's recommendation is that it is unfair for sports organizations and local sports organizations (including the chairman) to deliberate on disciplinary action when they commit misconduct, and to improve the `self-discipline' of sports organizations such as the Korea Sports Association and the Korea Sports Association for the Disabled.

On the 20th of last month, the Korean Sports Council for the Disabled responded to the Ministry of Culture, Sports and Tourism's recommendation with 'acceptance', but the Ministry of Culture, Sports and Tourism considers it a de facto rejection. The Ministry of Culture, Sports and Tourism said, "First, the Korea Sports Council needs to guarantee the independence and autonomy of member organizations and needs to revise the articles of association at all levels. However, it is contradictory that the KOC exercises a wide range of leadership and supervision powers, including the designation of a management organization (dismissal of executives, suspension of qualifications, direct management, etc.), the approval of the chairman, and comprehensive directives. It is contradictory to respect the "autonomy of member organizations" only for the executive's disciplinary jurisdiction while directly disciplining the presidential election and national competition-related mis. "The KOC is a public institution responsible for innovating outdated practices in the sports community and supporting member organizations to operate according to fairness and common sense," the ministry said. "As the KOC said it had no intention of improving unfairness, the ministry ordered the ministry to submit an implementation plan for unfair improvement by October 18." The Ministry of Culture, Sports and Tourism added that if the Korean Sports Council fails to comply with this, the public institution, which is obligated to follow the supervisory authority of the relevant ministry, violates the law, so the Korean Sports and Olympic Committee, which must increase sports fairness and protect human rights in the sports world, not only neglects but also promotes unfair conditions, and plans to review follow-up measures.
