As the minimum education system for student-athletes was applied in earnest from the second semester of this year, confusion in the physical education and education fields was severe. Article 11 of the School Sports Promotion Act states that the principal may restrict student-athletes from participating in the competition if necessary if they do not reach a certain level of academic standards (hereinafter, the lowest academic level)." Middle school must have 40% of the average grade of the subject at the end of the semester (midterm + final exam + performance evaluation) and high school must have 30% or more of the average grade to participate in the next semester All students agree on the basic purpose of studying and exercising at the same time, with five subjects from elementary 4th to high school, five subjects from Korean, English, mathematics, social studies and science, and three subjects from high school, but various questions were raised, such as whether it is right to prevent the dream of sports, whether it is right to uniformly force all students to study state-run water in the AI era, and whether the regulatory policy is correct at a time when there is no support system to make up for the lack of study. As the ban on participation became a reality, there were strong protests from students and parents on the field. In the case of high school students, exceptions were made to allow them to participate in the competition when completing the 「Basic Education Guarantee Program」, but elementary and middle school students had no supplementary or relief measures, and parents rushed to file administrative litigation and constitutional petitions suspending the effect of the disapproval of participation. Rep. Lim Oh-kyung of the Democratic Party of Korea (Secretary of the Culture and Sports Committee) and Rep. Seo Ji-young of the People's Power (Education Committee) actively revised the bill for the dreams and future of student athletes, and Deputy Minister of the Ministry of Culture, Sports and Tourism Jang Mi-ran, Director of Sports Promotion Pyo Kwang-jong, and Education Ministry joined hands to solve the problem.
At the plenary session of the National Assembly's Education Committee on the 5th, the revision of the "School Sports Promotion Act" was passed to expand the number of participants allowed to participate in the competition from "high school student athletes" to "student athletes" and secured the same relief measures for elementary and secondary school athletes as high school athletes. The scope of the existing law, which states that students who are not allowed to participate in the game if they do not have the lowest education level, but who are enrolled in a high school or equivalent school may be allowed to participate in the basic education guarantee program, has been expanded to all students. Expanding to 'student player' without limiting to'high school student' is acceptableThe phrase ' should be allowed ' has been amended to a mandatory clause. The revision of the School Sports Promotion Act, which passed the subcommittee of the Education Commission's bill on September 25, will be revised after a future legislative and judicial committee and a plenary session.

The ban on participating in the student competition with the lowest education level is a policy that limits children's dreams to the measurement of the state's educational background, which is unprecedented in the world, and has led to violence for student athletes and parents.
Recognizing the confusion and problems in the field about the minimum education system, Rep. Lim Oh-kyung of the National Assembly's Culture and Tourism Committee and Rep. Seo Ji-young of the Board of Education were passed by the subcommittee of the National Assembly's Education Committee's bill, allowing elementary and middle school students to compete.
It is hoped that the amendment will be passed at the plenary session with the National Assembly's Legislation and Judiciary Committee in the future.
