Ministry of Culture, Sports, and Tourism demands KFA that 'Chairman Chung Mong-gyu is given severe disciplinary action beyond suspension of qualifications'

The Ministry of Culture, Sports and Tourism has demanded that Chung Mong-kyu, chairman of the Korea Football Association (KFA), be subject to severe disciplinary action beyond suspension.

The Ministry of Culture, Sports and Tourism announced the results of a specific audit of the Korea Football Association at the Seoul Government Complex on the afternoon of the 5th. Since July, the Ministry of Culture, Sports and Tourism has conducted an audit of the overall operation of the KFA in the face of controversy over the appointment of a national coach. Following the interim briefing on October 2 that announced that there were violations of regulations and procedures in the appointment of Jurgen Klinsmann and Hong Myung-bo, the results of the audit were disclosed through the final briefing on the same day.

The Ministry of Culture, Sports and Tourism confirmed that there were a total of 27 cases of illegal and unfair business handling as a result of auditing the KFA, and notified them to take responsibility (disciplinary action), correction, demand caution, and come up with reasonable improvement measures.

The Ministry of Culture, Sports and Tourism called for disciplinary action beyond suspension against Chairman Chung Mong-gyu, the full-time vice chairman, and the technical director, who are involved in inappropriate management of the national team in violation of the `National Football Team Operational Regulations" The Ministry of Culture, Sports and Tourism said, `Since Chairman Chung represents and oversees Kfa in accordance with the articles of association, we demanded disciplinary action in consideration of other responsibilities for handling pardons, false applications for subsidies and violations of borrowing procedures related to the construction of a soccer center, unfair management of leaders' classes, and appointment of unqualified leaders.'

Regarding the appointment of director Hong Myung-bo, "As procedural defects have been identified, the KFA has notified the Korea Electric Power Reinforcement Committee to devise measures to heal procedural defects in the process of appointing director Hong Myung-bo, including recommending candidates for supervision again and appointing them at the board of directors.

"," he said.

Although the coach is recommended by the Korea Football Association's power reinforcement committee and appointed by the board, the Korea Football Association disabled the power reinforcement committee by requesting the chairman of the power reinforcement committee to delegate all authority at the first meeting of the power reinforcement committee when Klinsmann was appointed, and notifying the results of the coach's appointment at the second meeting. In addition, the chairman, who did not have the authority to recommend, conducted the interview and omitted the process of appointing the board of directors.

When Hong Myung-bo was appointed, it was confirmed that the technical director, who was not authorized under the regulations, conducted interviews in an unfair and opaque way, and asked the board of directors to make a decision in writing after appointing and announcing Hong as the final director. In addition, when the problems of the coach's appointment process were revealed, they deceived the people who trusted the official announcement of the Korea Football Association by distributing false rebuttal and press explanations.

The Ministry of Culture, Sports and Tourism demanded disciplinary action beyond suspension of qualifications against Chairman Chung Mong-gyu*, full-time vice chairman, technical director, and others involved in the process of improperly operating the national team coach in violation of the National Football Team Operation Regulations. (Chairman Chung Mong-gyu represents the Korea Football Association in accordance with the articles of association and oversees the affairs, so other amnesty tasks are inappropriate, false application for subsidies and violation of borrowing procedures related to the construction of the Korea Football Association, unfair operation of leaders' classes, etc.?Request for disciplinary action in consideration of the responsibility for supervising management and supervision of the appointment of an unqualified leader, etc.)

In addition, regarding the appointment of Hong Myung-bo as a national team coach, which has confirmed procedural defects, the Korea Football Association has 'notified' that the Korea Power Reinforcement Committee recommends a coach candidate again and appoints him at the board of directors.

As of September 2024, the Korea Football Association appointed 43 leaders from 10 national teams, including the men's adult team, but 42 of them did not go through the process of appointing the board of directors and those who did not have the authority to appoint them, such as technical headquarters and coaches, were involved in the final appointment, violating the process of appointing leaders. There were no separate official documents or related documents left when recommending leaders, hindering the legitimacy and fairness of the recommendation process.

In addition, as a result of examining the current status of national team leaders by men's and women's age, four national team physical coaches are required qualifications 'Asian Football Federation (AFC) Fitness Level (Lv).Despite neglecting '1', it was revealed that the Korea Football Association violated the minimum qualification system under the leadership education regulations, including appointing the national team leader to work on the grounds that he had a related degree, certificate, and experience.

In order to improve the problems exposed in the process of appointing the national soccer team head coach, the Ministry of Culture, Sports and Tourism will not allow specific individuals to exercise their authority to appoint leaders when recommending national team leaders, and to increase the procedural justification and fairness of the appointment process, related regulations will be prepared to secure the functions, composition, decision and decision quorum, and decision-making fairness of the power enhancement committee and the technology development committee. Since there is no stipulated selection standard, there is a controversy over fairness related to leader recommendation'National Representative Leader Selection Criteria' also demanded that the field's needs be collected and prepared'system improvement'.

The articles of association of the Korea Football Association (Article 69, Paragraph 2) require approval from the minister of the competent ministry for large-scale borrowing with a financial burden. Nevertheless, the KFA signed a 61.5 billion won loan agreement with Hana Bank without prior approval from the minister of the Ministry of Culture, Sports and Tourism while pushing for financing to build a soccer center.

In addition, the Ministry of Culture, Sports and Tourism and the Ministry of Strategy and Finance agreed to exclude the creation of an office space for the Korea Football Association on the condition of receiving a total of 7.7 billion won (2 years from 2022 to 2023) for the construction of a mini stadium in the soccer center. However, the executive meeting (March 2023) decided to create an office space in the mini stadium, and with this information, the building permit was approved by Cheonan City (September 2023).

* There has been no case of state funding for the construction of an office space for sports organizations, and the creation of an office space in a mini stadium subject to state funding is excluded due to the issue of equity with other sports organizations

In the end, when applying for subsidies in 2023, the Korea Football Association prepared a false business plan by creating a separate office building except for the office space in the mini stadium and received a total of 5.6 billion won. The Ministry of Culture, Sports and Tourism plans to reprimand those involved in this and request the cancellation of the grant decision and the return plan through the supervisory department.

In addition, the Korea Football Association signed a contract to purchase 2.1 billion won of the 2022 soccer center mini stadium project cost for government supply materials (electric panels, lights, roof walls) and executed the entire amount in advance, but the installation of the government supply materials was not possible until after the completion of the frame construction and could not be completed normally within the project period. Nevertheless, the Korea Football Association executed 2.1 billion won in business expenses and requested settlement without reviewing it, resulting in a loss of interest income (180 million won) on subsidies.

The Ministry of Culture, Sports and Tourism plans to reprimand the Korea Football Association for false applications for state subsidies and loss of interest income caused by the execution of advance payments for government-funded materials, and demand cancellation and recovery measures. The Subsidy Management Act requires the collection of five times the sanction surcharge if the subsidy is paid by false or fraudulent means.

On December 26, 2022, the Korea Sports and Fair Commission revised the rules of the Sports and Fair Commission to delete the provisions related to disciplinary amnesty and lottery, and to cancel and cancel the disciplinary action only when the court's acquittal and the investigative agency's decision not to prosecute are confirmed. However, the Korea Football Association did not properly check the revision of the rules of the Korea Sports Association, which is a high-level regulation, and Chairman Chung Mong-kyu issued amnesty to 100 disciplinary people, including 48 players, who were expelled for match-fixing on the grounds that the rules of the Korea Football Association's Fair Committee had grounds for amnesty.

The amnesty was withdrawn in three days due to many opposition, but the Korea Football Association had to delete the amnesty rule in accordance with the rules of the Korea Sports Council's Sports Fair Committee due to the change of the amnesty-related system, but it did not implement it and unfairly exercised the amnesty right without grounds.

The Korea Football Association signed advisory contracts with 34 out of 44 non-executive executives, including appointed and commissioned vice-chairman, sub-chairman, and sub-chairman, and paid a total of 2.8 billion won in salary-based fixed remuneration from 2021 to August 2024. The advisory fee should be paid according to the advisory details, but it was actually operated as a salary by paying a fixed advisory fee every month during the contract period without managing the advisory details. The advisory contract signed by the Korea Football Association is about the position of the part-time executive or the specialized field in charge of the appointment of the part-time executive, and it was difficult to recognize the need for advice without specific advisory roles and tasks. In addition, it was confirmed that some of them inappropriately paid advisory fees even though the advisory contract period was over or their duties were suspended.

Since 2020, the Korea Football Association will be able to issue P-level certificates, the highest among the leadership certificates recognized by the Asian Football Confederation, and accordingly, it has been operating P-level leadership classes since 2021 to serve as national team and professional first division coach. As a result of examining the fairness of issuing P-level certificates, six students who scored less than 70 points in the practical test of the P-level class in 2022 were treated as pass and issued certificates even though they had to be rejected. In the 2023 P-level class, two students were given a chance to retake classes even though they could not be given a chance to retake classes if the absentee rate exceeded 10%, and when selecting P-level classes in 2024, only professional registration team experience over 18 years of age is applied to score points after obtaining A-level certificates in the process of calculating teaching career scores.

In July 2022, the Korea Football Association revised the detailed rules for selecting P-level students and unreasonably changed the `leadership career conditions' and `the method of determining disqualification reasons' among the basic requirements for class application. By easing and revising the requirements for leadership experience from those who have at least three years of teaching experience after acquiring Asian Football Confederation (AFC) A (A) level to those who have completed three years of teaching experience after acquiring Asian Football Confederation (AFC) A (A) level to those who have completed three years of teaching experience after acquiring Asian Football Confederation (AFC) A (A) level, they have violated the requirements for leadership experience of those who have at least one year of teaching experience after acquiring Asian Football Confederation (AFC) A level. The Korea Football Association was not familiar with the basic regulations or was handling their work unfairly even though the operation and issuance of leadership certificates had to be fair, transparent, and strict.

In addition, the Korea Football Association Football Love Sharing Foundation, which was established for social contribution projects, was being managed opaque and poorly by executing the secretariat's operating expenses without deliberation and resolution through the board of directors and paying the chairman's work activities without any basis for payment.

It has been revealed that the system has been managed carelessly, such as the Integrated Game Information System (JoinKFA), which manages personal information of soccer players and soccer fans, and the PlayKFA, which does not properly store access records such as identification information, date and time of access, access destination information, and processing details, and does not check more than once a month, failing to secure responsibility traceability in the event of an infringement such as personal information leakage.

Suspicions of the audit, including inappropriate dispatch of Hyundai Industrial Development employees, will be separately audited

According to the results of the audit, the Ministry of Culture, Sports and Tourism took measures to reprimand, correct, pay attention, improve the system, and notify the Korea Football Association. According to the request for action, the Korea Football Association must notify the result of the disciplinary resolution within one month in case of reprimand (disciplinary action), and measures such as system improvement and correction must be taken and reported within two months. However, if the audit results are applied for re-deliberation, the Ministry of Culture, Sports and Tourism will deliberate within two months of receiving the re-deliberation and notify the results. Suspicions such as inappropriate dispatch of Hyundai Industrial Development employees to the Korea Football Association raised during the parliamentary audit will be separately audited and disclosed as soon as the results are released.
