The Ministry of Culture, Sports and Tourism (hereinafter referred to as the Ministry of Culture, Sports and Tourism) has issued a position on the approval of the Korea Sports and Fair Commission (Sport Fair Commission) of Lee Ki-heung, chairman of the Korea Sports and Fair Commission, for three consecutive terms.

He pointed out that the sports fair committee members appointed by Chairman Lee did not reflect the ministry's demand to correct the composition and operation of the FTC, pointing out the unfairness of reviewing Chairman Lee's second term. The Articles of Incorporation also require quantifying and evaluating how much the executive has contributed to the organization, how much he has contributed to performing well at major international competitions, and how much the organization has contributed to receiving good reviews from outside organizations. About 70% of the screening indicators have little or no relevance to the articles of incorporation, including the attendance rate of the board of directors, the disciplinary history and criminal facts of the executive, the reward experience (recognition of rewards in areas not related to sports), and the degree of non-replaceability of the executive, he argued. "The Ministry of Culture believes that it is no longer possible to expect fairness and self-purification capabilities from the Korean Sports CouncilWe will entrust the deliberation of consecutive terms for executives of sports organizations to a separate organization and promote legal and institutional improvements in the direction of raising the disciplinary jurisdiction of executives of sports organizations. Administrative and financial measures equivalent to the unfair Korean Sports Council will also be taken."

The Ministry of Culture, Sports and Tourism (Minister Yoo In-chon, hereinafter referred to as the Ministry of Culture, Sports and Tourism) deeply regrets that the Korean Sports and Olympic Committee did not accept the Ministry of Culture, Sports and Fair Affairs' criticism on the unfairness of the organization and operation of the Sports and Fair Committee and pushed ahead with the deliberation to derive the results.

The Ministry of Culture, Sports and Fairness, appointed by the chairman of the Korea Sports Council, pointed out that it is unfair to deliberate on whether to serve a second term as a so-called 'self-second term review'. In addition, the committee pointed out the problems that the criteria for allowing executives to serve consecutive terms violated the articles of association of the Korean Sports Commission and demanded correction. The articles of association require quantifying and evaluating how much the executive has contributed to the organization, how much he has contributed to performing well in major international competitions, and how much the organization has contributed to receiving good reviews from outside organizations. However, the current screening criteria have little or nothing to do with the articles of association, including the attendance rate of executives to the board, disciplinary history and criminality of executives, the credentials of executives (recognition of rewards in areas unrelated to sports), and the degree of non-fungibility of executives.



On the 10th, the current chairman of the Korea Sports Council was asked to investigate serious irregularities such as illegal hiring of the president's daughter's friend, private use of sponsored items, and demand for sponsorship of goods (receiving money and goods). In addition, due to irregularities such as employment corruption and bribery, the job was suspended in accordance with the 「Act on the Operation of Public Institutions」.

Despite criticism from the Ministry of Culture, Sports and Tourism, the National Assembly, and the media on the unfairness of the composition and operation of the Sports Fair Committee, the Korean Sports and Olympic Committee ignored this and pushed ahead with the deliberation.

The Ministry of Culture, Sports and Tourism believes that it is difficult to expect fairness and self-purification capabilities from the Korean Sports and Olympic Committee anymore. First of all, is it legal in the direction of entrusting the deliberation of consecutive terms of sports organization executives to a separate organization and raising the disciplinary jurisdiction of sports organization executives?We will push for institutional improvement. We will also take administrative and financial measures corresponding to the unfair Korean Sports Council. We will do our best until fairness and common sense are established in Korean sports.
