At the meeting, Kang promised to change by saying, `The KOC has become abnormal because of only one person over the past eight years,' `Let's change the head to a new person on Jan. 14 so that the KOC can be reborn.'

Candidate Kang made key pledges, including the revision of the National Sports Promotion Act, which calls for the normalization of local sports associations, and began a full-fledged campaign.
